E-Learning in Saudi Arabia: New Regulations Enhance Quality and Trust

The Saudi regulator issued the National Center for E-Learning organization in 1439 AH, aiming to ensure the quality of e-learning in the Kingdom. The National Center for E-Learning proposed the E-Learning Regulations on the Istital platform, available until January 11, 2024.

The regulations seek to organize e-learning and training activities in Saudi Arabia, enhancing trust and achieving the desired quality. In 1446 AH, a new version of the regulations was issued and approved, representing a qualitative leap in e-learning in alignment with Saudi Vision 2030.

Article four of the regulations stipulates that all governmental, private, non-profit entities, and global organizations engaging in e-learning and training activities in Saudi Arabia are subject to these regulations.

Article five clarifies that forms of e-learning include:

  • E-Learning: Utilizing educational, training, information, and communication technologies to improve the quality of the learning process.
  • Blended Learning: Combining traditional education with distance learning within accredited learning hours.
  • Technology-Enhanced Learning: Employing various technologies to support the educational process.
  • Distance Learning: Using electronic means and technologies in education, allowing for separation between the teacher and learner.

The National Center for E-Learning is the competent authority responsible for issuing regulations, policies, and standards governing e-learning and training activities.

The regulations apply to e-learning and training programs, incorporating the statutory provisions applicable to traditional education, consistent with the nature, specifications, and standards of e-learning.

The regulations require educational and training entities to obtain necessary licenses from the center before commencing any educational activities, prohibiting individuals from providing e-learning services for a fee unless through licensed entities.

This new organization aims to encourage universities and training centers to obtain the necessary licenses and accreditation for their educational programs, thereby enhancing the credibility of certificates issued through e-learning and equating them with those from in-person education.
