The agreement was signed on April 19, 2023, by Professor Waleed Bin Idris Al-Manisi, President of the Islamic University of Minnesota, and Professor Omar Farhati, Director of the University of Martyr Hamma Lakhdar – El Oued, Algeria. It is valid for five years from the date of signing, with an automatic extension for an additional five years unless both parties agree otherwise.
